Overview of Integrated Virtual Services

The Council's strategy is to provide value for money services to the food and beverage processing industry. The Council's approach is to adopt an integrated virtual services model that brings together expert deliverers from around our State and Australia.

 

The term Integrated Virtual Services infers that there are no set boundaries as to who and where services are provided and that they can be managed in a manner that is seamless to the customer.

How the Integrated Virtual Services Operates and Communicates

Integrated Virtual Services are defined and coordinated by the Council's Executive . Out-sourced services are selected by the Executive on an organisation's technical capability and ability to deliver services cost effectively.

The Contract Organisation receive their directives from the Committee of Management and the Executive about what services are required and the preferred approach to procure.

The Council establishes formal contracts with all providers in the form of Service Order Agreements which are reviewed and approval by the Executive.

 

Conditions are placed on organisations to provide services and these include:

- There is no conflict of interest;
- There is no single commercial dependence on the Council;
- The service provider has the complete infrastructure to manage the services;
- The organisation has a registered Australian Business Number;
- Evidence of a proven track record and outcomes;
- Are cost effective, provide value for money and are aligned with the Council's core values

- The contracted organisation carries the appropriate insurance's, including workers compensation.

Overview of Services

In providing services to the food and beverage industry, and to maintain the operating function of the Council, a wide range of industries are engaged.

The Council maintains limited overheads so that value for money is continually provided to industry and members of the Council.

 

In turn, this allows members to effectively concentrate on providing leadership and direction to the development of Vocational Education Training (VET) and industry support.

Services are also procured from organisations such as consultants, web developers, office services, bookkeepers, tax advisors, accountants, legal services, etc.

How to Use the Services

Integrated Virtual Services are essentially established to enable the Council to meet its funding obligations and the activities determine within the operational plan.

F
or those involved in the food and beverage processing industry and require services and support in line with the Council's core functions, these can initially be directed to The Office either by phone or e-mail.

 

Services that may be outside the terms set by the Council's Committee of Management and The Executive, authorisation may be required before proceeding.

The Council engages an Industry Liaison Consultant who will make contact to discuss your needs.

Strategy

The Council's strategy is to maximise its contribution to the food and beverage industry Vocational Education and Training (VET) infrastructure and the capability of industry to participate in VET.

The Council has deliberately taken the approach to minimise its overall non-value adding assets and activities by streamlining its physical infrastructure and now purchases services on the basis of desired outcomes.

 

The Council's approach is now to place its resources into knowledge and learning based activities such as VET, providing training and advisory services to industry and better awareness and communication of careers in the food and beverage industry.

The Council is actively working on ways to assist industry and Government in the development of on-line Industry Training Plans through Industry Reference Groups.

Facilitation, Mediation and Event Co-ordination

Facilitation and Moderation

A key function of the Council that provides the Western Australian food and beverage industry with the opportunity to participate in Vocational Education and Training is the facilitation and mediation in discussions between Registered Training Organisations, employee organisations and employer organisations.

The function is primarily undertaken within the Industry Reference Group (IRG) framework.

The facilitation and discussion occur in the form of IRG meetings and industry forums.

 

By undertaking the discussions within the IRGs ensures that the people most affected by the VET areas being discussed are included in the discussions and are actively involved with decision about VET in their sector.

This also ensures that there is representation from both the employee and employer representatives within the sector.

To become part of an IRG for your industry sector complete and submit the WA Food and Beverage ITC application form.



Event Coordination

The Council through the Executive Officer  facilitates a number of events as part of its service delivery to industry.

These include:

National competency standard and Training Package review forums in conjunction with the National Food Industry Training Council
.
VET forums for the various sectors within the industry. Examples of these have been the recent Meat Process and Meat Retail Forums.

 

The Council also participates in other forum across industry sectors in areas such as diversity and access areas.

As a strong promoter of the food and beverage industry as a career of choice the Council participates in forums and expos related to providing career and training package advice


The Executive Officer

The Executive Officer of the WA Food and Beverage Industry Training Council is Ms Leonie-Marie Ellement.  Ms Ellement can assist you in areas such as: 
- Accessing traineeships in for food and beverage industry trainees. General advice related to traineeships;
- General advice related to apprenticeships;
- Vocational Education and Training advice and support;
- General advice on the Australian Quality Training Framework
- Assistance with employment based training;
- Assistance with accessing government VET funding   programs

Industry Support

The Council provides advice and support through its Members of the Committee of Management and The Executive Officer.

These support services are provided to the industry sectors represented by the Council and relate specifically to Vocational Education Training and competency development.

Although these services are free, the scope of the services provided by contractors is determined by funding levels and funding terms of the Department of Training.

 

If the services you require are not within the scope of services provided by the Council, then the Council may also be able to put you in contact with a service provider who delivers the services either under alternate arrangements.

Funding | Programs/Projects and Reports |

Funding

The Council receives operational funding from the Department of Education and Training to undertake projects in accordance with the Council's Operations Plan. The Funding is a combination of both State and Commonwealth funds.

The core funding is an operating grant that enables the Council to provide advice and services to the food and beverage processing industry.

The overall intent of the core funding is for the Council to add value to the food and beverage industry and Vocational Education and Training (VET) in Western Australia.

 

To meet the funding guidelines and criteria related to the Core Functions the Council is required to develop a Operations Plan.

The Council is required to report against completed activities to the Department on a quarterly basis.

 

Programs / Projects and Reports

For details about the programs and projects proposed for the year by the Council, please refer to Operations Plan. The plan can be downloaded.

Reporting of progress is via contractor reports at meetings held by the Committee of Management and The Executive.

 

The following programs have been completed by the Council via contractors during the current financial year:
- Development of a Diversity Framework for the WA Food and Beverage Industry;
- Revision of the retail meat and retail baking trade recognition process, including submission to the Training Accreditation Council for assessor status under the AQTF (ROSA);
- Complete revision of the ITC's Constitution
