About Recognition of Skills and Abilities (ROSA)

Introduction
| Terms Used
|
ROSA
is a framework used in the food and beverage industry for 'skills
recognition' for trade qualification.
For people
who believe they can work to a trade level and would like the opportunity
to receive a trade certificate but have never undertaken a formal
apprenticeship in Australia, then ROSA is available as a path for
assessment to receive a trade certificate. This applies specifically
if you have experience and competency as a butcher, baker or pastrycook.
There
are many people who have worked for many years as butchers, bakers
or pastrycook and have never received trade qualifications.
Many
have supervised or managed others who have trade qualifications.
ROSA provides the opportunity for these people to gain formal recognition
for skills and abilities in these trades. This is industries way
of rewarding trade champions.
The ROSA
process includes preparing a portfolio, undertaking a self assessment
and an assessment by industry assessors to determine if one is 'competent'
or 'not yet competent' in their trade.

There
are a number of reasons why people choose to undertake ROSA, for
example:
- Recognition of a qualification received in another country.
- Recognition of excellence in their trade.
- Personal need to validate trade skills.
- Employer or potential employer has requested trade certification.
- Australian residence applications.
To receive
a trade certificate for completing studies in baking and butchering,
this can only be achieved through completing an apprenticeship or
via the Western Australian Food and Beverage Industry Training Council
ROSA process.
If deemed
'not yet competent' and further training is required, access to
this training can provide both theoretical and and
practical backgrounds.
This will include being enrolled in TAFE to complete areas where
a person is not yet competent.

Definition/Description
|
Assessment
|
The
process of collecting evidence and making judgements on whether
a client's competency has been achieved based on the relevant
competency standards or the learning outcomes of the trade qualification.
|
Assessor
|
Provides
guidance and support to clients, considers and judges the evidence
to ensure that it is sufficient to confirm competence against
the relevant unit/s of competency. The assessor must be competent
in the area being assessed and understand the way competencies
are used in workplace contexts and the principles, rules and procedures
for fair, efficient and effective assessment of competence.

Competency
|
The
specification of knowledge and skill and the application of that
knowledge and skill to the standards of performance required in
the workplace.
|
Portfolio
|
A
collection of relevant, current and valid evidence to prove competence
in a particular unit of competency. It may include examples of
work, photographs, videos, reports, relevant credentials, certificates,
qualifications, employer references or letters.
|
Qualification
|
The
formal certification issued by a Registered Training Organisation
(RTO) or Industry Training Council (ITC) under the Australian
Qualifications Framework (AQF), stating that a person has achieved
all the requirements as specified in an endorsed national Training
Package and Trade Qualification.

Recognition
Process
|
A
term that includes Recognition of Prior Learning (RPL), Recognition
of Current Competence (RCC) and Skills Recognition. It refers
to recognition of competencies currently valid, regardless of
how, when or where the learning occurred. A client must be currently
competent against the endorsed industry or enterprise standards
or outcomes specified in Australian Qualification Framework (AQF)
accredited courses. Evidence must be authentic, valid, reliable,
current and sufficient.

Self
Assessment
|
A
process that allows clients being assessed, to collect and provide
evidence on their own performances against the competency standards.
It may be used as a pre-assessment tool to help the client and
assessor determine what evidence is available and further assessment
that may be required.

request a copy to be mailed to you by contacting

Once you have
completed the application form along with any portfolio information, mail
it back to:

You will be
contacted shortly after by the Council Office to acknowledge receipt of
your application. Your application will be forwarded to Swan TAFE and a lecturer from the TAFE will contact you to
arrange the knowledge and practical assessment.
You will need
to attend and undertake your assessment as advised by Swan TAFE or
the Industry Assessor.

completed.
Instructions on how to complete the form together with the fees (see page
14) are outlined in the Application Form.
Please note that you must complete both the application form and
the checklist for your trade.

If you are
applying for the baking qualification of combined trades then you will
need to complete both the baking and pastrycook checklists.
For
information, a summary of the fees are outlined below:
Application Fee:
$99.00 (includes GST)
Assessment Fee: Breadmaking and Pastrycook Trade $430.50 (includes
GST). Baking Trade (combined breadmaking and pastrycooking) $430.50 (includes
GST).
There may be additional
costs for consumables and text books as required.
The industry assessors for the ROSA in each of the trade areas
are people who are considered to be the champions in their trades who
have demonstrated excellence in their field.
